		<description>There is another practical limitation we in India face quite regularly. High cost of internet access. Even if people have PCs the high cost [ its relative to what Indians can spend on technology compared to maybe someone in the US ] of accessing the internet and staying online is a big hurdle. The same applies to colleges and universities. I am sure that very software code gets written in isolation without access to tools, websites and other resources which maybe free but require you to be connected a lot.</description>
